Libellum Quality Manager - Steve Foreman
As a CSWIP 3.2 Senior Welding Inspector, Steve also brings additional technical capability that strengthens Libellum's growing Fabrication Assurance offering alongside his responsibilities for quality management across the business.
His experience complements Libellum's existing capability in RWC and welding coordination, welding and visual inspection, WPS/WPQR, welder qualifications, EN 1090 support and wider fabrication compliance.
For Libellum CEO Mark Cholmondeley, Steve's appointment reflects a deliberate approach to ensuring the capability behind the business grows alongside its commercial success.
“We've had some significant contract wins and the business is moving quickly, but winning the work is only half of it. We have to make sure the people, technical capability and systems behind Libellum grow at the same pace.
Steve brings a huge amount of practical experience from heavy fabrication, renewables and oil & gas. His CSWIP 3.2 qualification also strengthens our welding inspection and wider Fabrication Assurance capability.
That's important to where we're taking Libellum. We're not building growth around volume alone; we're building a stronger technical business around Inspection, Quality, Fabrication Assurance and Asset Integrity.”
Building capability for the next stage of Libellum
Steve's appointment forms part of a wider investment in Libellum's people, systems and technical capability as the company prepares for its next stage of growth.
As Quality Manager, Steve will play a key role in maintaining and developing the standards that underpin Libellum's work, supporting project delivery, technical governance, competence, compliance and continual improvement across the business.
The appointment comes as Libellum continues to develop its management systems and progress towards ISO/IEC 17020 accreditation, complementing its existing ISO 9001 certified Quality Management System.
The objective is not simply to build a larger business, but to ensure Libellum has the management structure, technical depth and governance required to deliver increasingly complex work consistently.
Steve said:
“There is a clear ambition within Libellum, but what attracted me is that the ambition is backed by a genuine commitment to doing things properly.
As the business takes on larger and more demanding projects, maintaining consistency, technical standards and quality becomes even more important.
I'm looking forward to using my experience to support the team and help build the systems and technical capability that allow Libellum to continue growing while maintaining those standards.”
Strengthening Fabrication Assurance
Steve's appointment also adds further depth to an area of Libellum that has developed considerably as the business has grown.
Through its Fabrication Assurance capability, Libellum supports fabricators, manufacturers, contractors and project teams with the technical oversight required to ensure welding and fabrication activities are properly controlled and compliant.
This includes Responsible Welding Coordinator (RWC) support, welding coordination, CSWIP welding inspection, on-site welding and visual inspection, WPS/WPQR development and qualification, welder qualifications, EN 1090 support and wider fabrication compliance.
Steve's combination of quality management experience, practical fabrication knowledge and CSWIP 3.2 qualification provides further technical depth within this part of the business.
More than NDT
While NDT and inspection remain at the heart of Libellum, the business has developed significantly beyond its original inspection offering.
Today, Libellum's capability is structured around four core areas:
Inspection | Quality | Fabrication Assurance | Asset Integrity
Inspection includes conventional and advanced NDT, welding and visual inspection, vendor surveillance and independent technical inspection.
Quality includes Quality Management Systems, ISO 9001 implementation and support, auditing, project quality, QA/QC and technical review.
Fabrication Assurance includes RWC and welding coordination, welding inspection, WPS/WPQR, welder qualifications, EN 1090 support and fabrication compliance.
Asset Integrity includes PSSR/WSE, in-service inspection, corrosion assessment and mapping, and wider asset integrity management.
Mark added:
“We've probably been guilty in the past of allowing Libellum to be seen predominantly as an NDT company because that's where many of our client relationships started.
That's no longer an accurate description of the business.
We're building a much broader technical assurance company, and bringing people of Steve's experience into the business is another step in that direction.”
Growth built on standards
Libellum will continue investing in its people, systems and technical infrastructure as it delivers its growing project portfolio and develops relationships with asset owners, Tier 1 contractors, fabricators, manufacturers and engineering businesses across the UK and internationally.
The principle behind that growth remains straightforward: commercial growth cannot come at the expense of technical standards, quality or integrity.
Steve's appointment strengthens the management team behind that principle and provides additional experience and technical capability as Libellum moves into its next stage.
Inspection | Quality | Fabrication Assurance | Asset Integrity
Technical assurance across the full asset lifecycle.
